General Questions About Retrofit Compliance

What is PAS 2035 and why do I need it?

PAS 2035 is the UK standard for managing energy efficiency retrofits in existing buildings. It is required for ECO4 funding and ensures your retrofit project is safe, effective, and compliant. Without PAS 2035 compliance, you cannot access ECO4-funded measures such as insulation, heating upgrades, or solar panels.

What is the difference between PAS 2035 and PAS 2030?

PAS 2035 covers the whole retrofit process from assessment to completion — for retrofit coordinators, assessors, and designers. PAS 2030 covers installation only — for installers fitting insulation, heating, or renewables. Both are required for ECO4 funding.

Do I need a retrofit coordinator for my project?

Yes, for PAS 2035-compliant and ECO4-funded projects. The coordinator manages the entire process from C1 to C4, ensures compliance, and maintains audit-ready documentation.

How long does a typical retrofit project take?

4 to 8 weeks depending on measures installed. Loft insulation takes 1 day. Cavity wall insulation takes 2–4 hours. A full retrofit with heat pump and solar takes 6–8 weeks.

Questions About ECO4 Grants and Funding

How do I know if I qualify for ECO4 grants?

You may qualify if you own your home, have an EPC rating of D, E, F, or G, and receive certain benefits such as Universal Credit or Pension Credit. Contact us for a free eligibility check.

How much does ECO4 cover?

Up to 100% of costs for eligible households — insulation, first-time central heating, boiler upgrades, heat pumps, and solar panels. In some cases a household contribution may be required for higher-cost measures.

What is ECO4 Flex?

Local authorities can refer households who do not receive benefits but meet low-income or vulnerability criteria. This expands access to funding.

Is ECO4 still open?

Yes — the scheme runs until 31 December 2026. Apply soon: surveys, paperwork, and installation all need to be completed before the deadline. Learn more about our ECO4 scheme support.

What is the BUS Scheme?

The Boiler Upgrade Scheme (BUS) provides £7,500 for gas-connected homes and £9,000 for oil or LPG properties towards an air source heat pump. There is no income limit — it is open to homeowners in England and Wales.

Do solar panels work on cloudy days?

Yes. Solar panels generate electricity in diffuse light, though at reduced output (typically 10–25% of full-sun output).

How long do solar panels last?

25+ years. Panels degrade slowly — typically around 0.5% per year.

Will a heat pump work in winter?

Yes. Modern heat pumps operate effectively down to −15°C.

How long does a heat pump last?

15–20 years with proper maintenance.

Is my home suitable for a heat pump?

Most homes are suitable. Heat pumps work best with good insulation and larger radiators or underfloor heating. We assess your property during a free survey.

What insulation types do you offer?

Loft, pitched roof, flat roof, cavity wall, internal wall (IWI), external wall (EWI), underfloor, solid floor, and park home insulation.

Do you offer NVQ insulation training in Manchester?

Yes. We offer NVQ Level 2 and Level 3 qualifications in warm roof, cold roof, room-in-roof, underfloor, IWI, cavity wall, EWI, fenestration, draught proofing, roof extension, and ventilation.

How does NVQ training work?

NVQs are assessed in the workplace. An assessor visits your site to observe your work and review your portfolio. No classroom attendance is required.

How long does PAS 2030 certification take?

Typically 4–8 weeks from start to certification, depending on your readiness.

Do I need PAS 2030 for ECO4 work?

Yes. PAS 2030 certification is required for installers bidding for ECO4-funded work.

Landlord Compliance

Questions About Landlord EPC Compliance

What is the EPC C deadline for landlords?

All privately rented homes in England and Wales must reach EPC band C by 1 October 2030, unless a valid exemption applies. We help landlords close the gap early and cost-effectively.

What are the penalties for non-compliance?

Currently, fines are up to £5,000 per property. From October 2030, penalties are set to rise to up to £30,000 per property, per breach, alongside enforcement measures such as banning orders.

Can landlords access ECO4 grants?

Yes, if the tenant meets eligibility criteria. The landlord may need to contribute for higher-cost measures.

What is the spending cap?

The government has confirmed a cost cap of £10,000 per rental property (reduced proportionally for properties valued under £100,000). If reaching EPC C would cost more, you may be able to register an exemption.
